To get Barrier Surge, you’ll need to meld Barrier with either Stun Edge or Fire Dash. Alternatively, you can just purchase a copy of it from the Command Shop.
One of Aqua’s several exclusive Command Skills, Barrier Surge is a solid Attack Type skill that allows her to deal damage to multiple enemies in a line and reposition herself.

Obtaining Barrier Surge
Barrier surge can be obtained from the Meld Menu by using any of the following Command Skill Combinations:

Remember that only Aqua can meld Barrier Surge though and that both Ventus and Terra cannotequip, nor use this Command skill in combat.
You can buy all the materials you need to meld Barrier Surge from any Command Shop in the World Map.
For example, you can purchase Barrier for 200 Munny and Stun Edge for 150 Munny in the Command Shop, which would be the cheapest combination of the two.
You can, however, just buy a copy of Barrier Surge once you’ve already unlocked it for 500 Munny.
This will cost you a bit more than if you were to buy the materials and meld them yourself instead, but it does save you the hassle of leveling up those materials!
Best Abilities For Barrier Surge
The best ability you can get for Barrier Surge is Attack Haste . It will shorten the Command Skill’s Reload Time by a lot at full stack.
This means you’ll be able to spam the skill multiple times during combat, as Barrier Surge already has a low base cooldown.
To get Attack Haste, you’ll need to farm and use Fleeting Crystals as the Synthesis material when melding certain Command Skills in the Meld Menu.
Using Barrier Surge In Combat
Barrier Surge allows Aqua to dash through her enemies with a barrier, rendering her invincible as she blitzes through a straight path.
