You can get an Up-Grade from one of the Rocket Warehouses in Sevii Island’s Five Island. You can also win an Up-Grade as a prize in the Pokémon Trainer Tower upon clearing all the trainers from Floor 1-Floor 8 under the Singles battle category.

Getting to Five Island

To get to Five Island, first head to Vermillion City.

""

Go to Vermillion City’s port and talk to the sailor to ride the Seagallop Ferry heading to Sevii Islands. To note, you need a Rainbow Pass to gain access to Islands Four to Seven. You can get a Rainbow Pass from Celio after beating the Elite Four, upgrading your Pokédex and handing him the Ruby for his long-distance trading machine.

""

Once you arrive in Five Island, from the Pokémon Center continue to your right up on the cliffs to Five Isle Meadow.

""

Follow the meadow’s path through the tall grass until you arrive at Team Rocket’s Warehouse. If it is your first time going this way, you will need to fight some Rocket grunts along the way, as Five Island has a quest that deals with Team Rocket.

""

The warehouse needs two passwords before you can first enter. You can learn the passwords by doing the island quests against Team Rocket.

The warehouse needs two passwords before you can first enter. You can learn the passwords by doing the island quests against Team Rocket.

""

Once you know the two passwords, the warehouse door will open for you.

""

Inside you will see directional tiles that move the player automatically to where the arrows are pointed at. To navigate through, follow the full floor map below:

""

Eventually you will land on the other side of the room, in front of the Pokéball item containing an Up-Grade!

"Up-Grade"

Winning at Trainer Tower

Another way to get an Up-Grade is by winning at the Pokémon Training Tower. The tower is located north of Seven Island. To get there, ride the Seagallop Ferry either in Vermillion City’s port or in the Sevii Islands port using your Rainbow Pass.

""

The Pokémon Training Tower consists of eight floors and the goal is to defeat Pokémon trainers on each floor.

""

Once in the tower your party Pokémon will not earn Exp points, nor will you earn any battle prize money. Pokémon are also not healed between battles, but you can use Potions and Revives as much as you need.

""

Choose the SINGLE battle when starting your Pokémon Training Tower run. The key objective is to finish the eight trainer battles (one for each floor) as quickly as possible. Once done, the owner of the tower will meet you on the rooftop and will say you have beaten the time record for the Singles category. He will then grant your rare item reward, an Up-Grade.

""

Using the Up-Grade

The Up-Grade is a hold item intended to be held by a Porygon. It is manufactured by Silph Co.

""

Porygon will evolve into Porygon 2 upon trading if you have him hold the Up-Grade.

""

Obtain Porygon

Keep in mind that Porygon cannot be found nor caught in the wild, as it is an artificial, man-made Pokémon created by Pokémon scientists.

""

You can get a Porygon by exchanging it for game coins in Celadon City’s Game Corner. To get game coins, you can either play the Game Corner games of Slot Machine and Pokémon Roulette to win, or you can just buy the coins with regular Pokémon money.

""

Porygon will be at Level 18 when you exchange your coins to claim him as a prize. His stats at base and move set at Level 50 will be as follows:

PORYGON

STATS
AT BASE
RANGE AT LVL. 50

HP
65
125-172

Speed
40
40-101

PORYGON

MOVES
PP

Tackle
35/35

Tri-Attack
10/10

Lock-On
5/5

Agility
30/30

The number of coins to exchange Porygon varies on your copy of the game. If you have Pokémon For Fire Red, you need 9,999 Coins to get Porygon, while in Leaf Green, you only need 6,500 Coins.

""

All in all, the Up-Grade is a useful hold item especially if you are aiming for a Pokédex completion. Take note though that the only way you can evolve Porygon into Porygon 2 is through trading. Have the Porygon you are trading for hold an Up-Grade so that it evolves when you receive it from the trade.
